if the guy won't even run...

these kinds of appointments are the sorts of things that kill them, as they really do undermine the democratic process. what ends up happening is that the activists go elsewhere, or stay home. it's less about this guy and this riding and more about a cultural approach to how representatives are chosen.

i've noticed that the liberals have a lot of unnominated ridings. all politics is, of course, local. they could save themselves by allowing people to build local movements around local issues.

....which is, of course, how this is supposed to work, after all.
