not per capita, no.
but, to the extent that we've done a handful of things right, it's because we had a better system in place - and we would have done a lot better if the idiots we elected would have listened to the system, rather than decide they knew better.
i've been over this repeatedly - essentially all of the white papers i've read on pandemic responsiveness in canada got everything right upwards of 10-15 years ago, but nobody at either level of government seems to have bothered to actually read any of it.
it would have been a lot easier, and a lot less painless, had these idiots just listened to the scientists from the start. but. that's a fantasy - nobody ever listens to science, ever.
