this is going to increase the cost of building, and lead to less construction, at a time when we need to build more houses. it will have minimal to no effect on steel production in canada.

if canada can't compete in the steel industry, it should shift to the production of goods it can compete in. that's what ricardan theory is supposed to teach us. adding tariffs to save canadian steel production when it simply can't compete is stupid and counterproductive

meanwhile, if the americans want to dramatically increase the cost of building by forcing domestic production, it's local economy can and will suffer the consequences of that. this will not benefit them in the long run, it will just lead to less manufacturing.
