quebeckers have historically deeply resented these kinds of restrictions, and not reacted well to them. this area is a tinderbox of dissent, and coming down on them like this is bound to just fuel resentment.
there's a long, long history of this, going back to the 17th century. but, the most recent example was the student strike, which was notionally for lower tuition but which rapidly became a popular resistance movement against the sitting government.
you'd think they'd learn, but they never do, and they keep being authoritarian, and quebeckers keep revolting. historians always take the side of the masses, too. it's baffling, really.
