this wouldn't convert this morning, and i had to nap before i got it.

the answer was to split it in half, convert each half separately and then paste them back together. pdfs are weird things.

i'll have to double check that i'm meeting all of the statutory requirements, but i think this document is done. so, i am posting it here, as per the public interest, as previously promised.

there are three versions. they're all the same, although they self-reference themselves differently. the first is the full document, which is nearly 140 pages. the minimal version is roughly half that length, but i probably won't print it. i'll probably print the middle version. we'll see what happens.
