windsor is not a small city, by geography. the difference across windsor is not much less than the difference from gloucester to bell's corners, and it has it's kanatas and orleans in the form of towns like amherstburg and leamington. it's a little smaller, in terms of geography...

but, it's a third quarter the population size.

the reason is that it's an old city that never built up. there's no skyscrapers, and few apartments. what does exist here is 50+ years old.

and, that's the root of the problem - we're bringing in thousands and thousands of people, and just don't have anywhere to put them.
