i don't know any specifics about activists in new brunswick, but i do know the following:

1) the idea of these kinds of plants goes back to bismarck. it's not a debate, and it's certainly not something that the conspiracy fringe constructed. it's an entrenched statist tactic.
2) given (1), these sorts of moles no doubt exist in whatever movement(s) you're attracted to.
3) the description of this guy in the article does indeed make it seem unlikely that he's a cop.

personally, my flags go off when i see people getting arrested and released repeatedly. but remember that the aim here is to coerce people that aren't cops into breaking the law and getting incarcerated. if there's a cop in new brunswick, the questions aren't "who tossed the bomb?" but "who built the bomb?" and "who influenced and coerced the person that tossed the bomb?".
