meanwhile, prioritize ensuring that people that are in high risk categories take responsibility for their own behaviour in reducing their chances of contagion.

what they did is just a pr gloss - it won't make any difference, unless it's accompanied by steps that are actually meaningful, which have to do with dramatically targeting and severely restricting the movement and social interaction of the elderly. and, if you do it right, transmission amongst healthy people won't matter.

the virus will not be suppressed - doctors such as this will need to triage. and, they'll need to deal with that. bitching and complaining and moaning and whining about it doesn't change the reality in front of them.
