the next step, once hamas is replaced by a democratically elected civilian government, which will not and cannot be the corrupt and unpopular palestinian authority, will be for that civilian government to assert a monopoly on power by working with israel to prevent hamas from continuing to terrorize, oppress and and harass the palestinian population. it is only when the civilian government destroys hamas, and this process might be called a civil war, that gaza can start looking towards building it's future.

there are many, many decades of struggle ahead of gaza to build civilian state infrastructure before it's ready to consider declaring independence.
